All you have to do to "immunize" an international criminal operation is to insert a "national security" purpose into it, whether by way of a sting operation (which may or may not be sincere, in effect it makes no difference), or some other kind of covert project. This is not something invented by the Bush administration. It has been routinely practiced since at least as far back as the JFK assassination. But since the Bush administration is from the get-go little more than the US office of an ongoing international business/criminal cartel (à la BCCI), it's easy to see why they have pushed this method to the hilt.
